Texas Farm Credit joined a nationwide coalition of more than 260 agriculture organizations in urging congressional leaders to develop and pass a comprehensive “Farm Bill 2.0.” The coalition letter – signed by groups representing all 50 states, Puerto Rico, and every Farm Credit institution – thanks congressional leadership for recent actions supporting U.S. agriculture while emphasizing that recent budget legislation is no substitute for a full, bipartisan farm bill that covers the complete suite of programs across all titles.
“While Farm Credit is extremely grateful for the vital provisions included in the budget reconciliation bill that strengthen long-term stability and competitiveness, further legislation is needed to meet the evolving needs of U.S. agriculture,” said Christy Seyfert, President & CEO of the Farm Credit Council.
The coalition’s letter calls on Congress to devote the necessary time and resources in the second half of 2025 to advance a modernized Farm Bill responsive to producers, rural communities, and consumers.
What We’re Asking For
In a letter sent to House and Senate leadership, the signatories express gratitude for recent legislative actions that support farmers, ranchers, and rural America. However, they stress that these steps are not enough on their own. What’s needed now is a comprehensive Farm Bill to ensure stability, competitiveness, and long-term viability across all farm bill titles.
Key priorities include:
- Full reauthorization of programs that were left out of the budget reconciliation bill
- Attention to evolving needs within agriculture & rural infrastructure
- Commitments from congressional leadership in both the House and Senate to prioritize floor time, debate, and passage of the full Farm Bill during the remainder of the 119th Congress
- Specific focus areas mentioned by farm groups include:
- Conservation programs (e.g., Conservation Reserve Program)
- Access to USDA direct and guaranteed loans
- Rural broadband assistance
- Ensuring price-support laws do not lapse after 2031
- Industrial hemp regulation, pesticide lawsuit reform, and regulations such as California’s Proposition 12 (on sow housing)
